Put here just for quick future reference.
1. Set ClearPageFileAtShutdown value to 0
Under [HKLM\SYSTEM\CurrentControlSet\Control\Session Manager\Memory Management]
Or, using Group Policy Editor [for XP Professional]
Click Start, Run and type Secpol.msc
Click Local Policies | Security Options
In the right-pane, set Shutdown: Clear virtual memory pagefile to Disabled
2. Set the following to 1000
WaitToKillAppTimeout [HKEY_CURRENT_USER\Control Panel\Desktop]
HungAppTimeout [HKEY_USERS\.DEFAULT\Control Panel\Desktop]
WaitToKillAppTimeout [HKEY_USERS\.DEFAULT\Control Panel\Desktop]
WaitToKillServiceTimeout [HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control]
3. An alternative method [Not tried]

Set AutoEndTasks [HKEY_CURRENT_USER\Control Panel\Desktop\] to 1.
While doing this method make sure HungAppTimeout > WaitToKillAppTimeout.
